SDRS/SDIC Whistleblower
Course
Renae’s experience being a Senior Investment Manager at the South Dakota Investment Council (SDIC), Whistleblowing about a collapse in Internal Controls and then trying to report it to the South Dakota government.
Note: Since I have been unable to give this evidence to anyone and I didn’t do anything wrong here, I’m just making it all public. People can judge for themselves what’s going on in the State of South Dakota.
Note: PDF documents are unchanged outside of redacted personal info and names of SDIC staff, but not management. All managers are not only fiduciaries, but also have a legal obligation to report what happened, including Renae.
Note: Rated PG-13 (Renae is a former hog farmer and personal writings during a period of great frustration reflects that in some strong language. I weakly censored the F-bombs but that’s about it.)
Note: Just for some context of what is going on outside of the hard documents. Renae has not spoken to anyone at the SDIC/SDRS since May 30, 2025. Her dog died May 31 and her loving dad died July 1. She had a rough summer, so please forgive the bad spelling/grammar and missing words occasionally as I was having anxiety issues.
SDIC Management make high salaries and have the potential to make large bonuses (up to 225% of salary). With great income and power, comes the responsibility of transparency and accountability.https://open.sd.gov/employees.aspx
SDIC Managers
Matt Clark, State Investment Officer (SIO but I call it CIO Chief Investment Officer often, as they are a bit interchangeable.)
Tammy Otten, Senior Investment Manager, *Retired/Part-time
Chris Nelson, Senior Investment Manager, *Retired/Part-Time
Jan Zeeck, Senior Investment Manager
Darci Haug, Senior Investment Manager
Jarrod Edelen, seems to be the new replacement for Renae in the succession planning and being included in “Personnel Matters Legal Update” executive session.
‘*’ Matt Clark implemented a modified Retire/Rehire policy shortly after he stopped other State Employees from doing it.
Brett Fligge, Former Senior Investment Manager/Retired before Renae became a Senior Investment Manager
Although this is a serious matter, I realize some might find it tedious to get through as there is alot here. Since, I wasn’t able to talk to many people during this time, I planted little easter eggs to entertain myself, so you can have fun finding them if you want.
